Pursuant to Article 187 of the Constitution, on 25 February 2020 the Nairobi City County Government and the National Government signed a Deed of Transfer of Functions Agreement which was published vide Gazette Notice No.1609, transferring four functions to the National Government. On 18 March 2020, the Nairobi Metropolitan Services (NMS) was established as the Institutional Framework mandated to perform the transferred functions on behalf of the National Government. The transferred functions are Health, Transport, Planning and Development and Public Works.

Since its formation, NMS has recorded some successes but also faced a number of challenges in carrying out its mandate. The Kenya Alliance of Resident Associations (KARA) has organized a virtual forum to provide an opportunity to understand more about the successes, challenges and service delivery plans of NMS; How Resident Associations can effectively engage and support the work of NMS; The mechanisms in place or to be established to ensure structured and sustainable engagement and relationship between NMS and Resident Associations among other issues.
